I have a column of percentage data in Excel 2007 which are each derived from a straight forward division of two different cell references who's values are numeric. The resulting percentage range is between 0% and 100%. The conditional formatting includes the use of the 3 TRAFFIC LIGHT icon set. The goal is to have the Green light icon when the percent value in that cell is >= 80%, and red when the percent value is less than 80%. With the formatting rule set to Type of Percent and the Green value >=80, the results are any percent value less than 90% are red and >= 90% are green. If the formatting rule value is set to >=70, the Green and Red indicators function as intended. Why is there an offset of 10 in the value set? This should be a very straight forward formatting condition.
