COUNTIFS formula - why won't this work?!

    COUNTIFS formula - why won't this work?!

    =COUNTIFS('Master List'!$F$2:$F$2000,$K$3,'Master List'!$G$2:$G$2000,"<11/01/2011")

    For some reason the above is returning a value of zero. If I change the < to = I get a value and the value is correct. I've checked and rechecked and know that I am looking at the right column of cells. What am I doing wrong!?
