Scatter Plot doesn't plot data correctedly (values are numbers, not text)

For some reason when I'm trying to plot data that have very small ranges, the dots in scatter plot do not line up correctly. for example a dot with x=4, y=4, plots on x=~4.2 and y = ~3.8 Once I introduced more variability (greater range of data), the scatter plot looks accurate.

I checked to make sure all values are numbers using ISNUMBER function.

    Also originally Excel created y axis scale that looked like 0, 0, 1, 1, 2, 2, 3, 3...etc instead of 0, 1, 2, 3..etc

I attached my spreadsheet. Any help would be greatly appreciated.

thank you in advance for your time and assistance!

Are you certain the values of your sample point (x=4, y=4) are exactly 4.00000000 and 4.000000000? It looks to me like the values in question are just displayed to 0 decimal places, but the actual values are between 3.5 and 4.5.

Thank you!!! I was helping a colleague and did not create the data. Since data were suppose to be integers, I incorrectly assumed that they were. But I should have still known better to check for decimal places. Lesson learned. Appreciated your quick response and assistance MrShorty.
