try this one if the first number is in A1 -
in B1==SUBSTITUTE(SUBSTITUTE(A1,".",""),",",".")*1
the *1 will convert it to numbers. if the above are texts.
edit:ooppsss. late again.
or
you may try changing the setting for decimal places in
tools/options/international from commas to dots and save the document
in this setting.

Change cell to number then in format cell uncheck the box marked use comma separator that should give you the desired result.
