Manipulate data presentation using "Drop down list" and "Filter"

I am looking for a simple way of displaying data (from a matrix) pertaining to a specific variable (facility) of interest that will be selected from a "drop down list"; then, "filter" the available data to the same variable as well.

Example: My instruction to the user would be:
1) Please select the facility of interest from the drop down list (red box to the immediate left)
2) Then select FILTER for the facility of interest (purple box below to the left)

Question:
Is there a way to do this so that step 2) will be automatically filtered to the selection made in step 1)? This will make it easier for the user by only doing one step.

If there are better way of displaying the data, I will be happy to know as well.
