Conditional Formatting help on one formula - please

I need help with one last formula - its within the attachment and I have coloured the resultant cells of my expected result

maybe you can work this out just can't follow,,the instruction is different from your given sample formula

maybe this
=and(k2="",E2-TODAY()+3=3)
or
=AND(K2="",E2-TODAY()=3)

or vice versa

=AND(K2="",TODAY()-day(E2)=3)

or

=AND(K2="",TODAY()+3-day(E2)=3)

**note change the =3 with >= or <= that meets your requirement.
