copy data from one cell to another dependant on the cells value between two other cells.

Hi,
I am trying to copy data from one cell to another dependant on the cells value between two other cells.. I still need to be able to type into those cells if the values do not meet the criteria..

I've attached a sheet which I hope explains it better...
