Need a formula for blended ranking score

I need help with a formula to create a blended ranking score. Thanks.

Miles Braking Stops Turns Accel

First I need to determine how many incidents per 1000 miles then I need to weight:
Braking in Column B as 70%
Stops in Column C as 5%
Turns in Column D as 15%
Accel in Column E as 10%
