Highlight or Formula to indicate every 2nd record

Hi,

I need to know if there is a way to highlight every 2nd record in a column, we have to review the notes for every 2nd record. I have blanks in Column A and don't want those considered. I have attached a spreadsheet showing which file I would like notated, highlighted in yellow. I am not sure if a conditional format would work, if not a formula in column D that indicated that this was the 2nd record that i could filter to would work also. I am not sure if something that looks at the line # starting over at 1 would work. Thanks for your help with this.

Question, on Tuesday and Thursday we have to review every 5th record, is there a way to change this formula on those days to indicate every 5th record?
