    Process a formula based on a date in the month

    I'm currently creating a schedule and I'm trying to automate it as much as possible. As a part of this it links from one sheet to another to fill columns based on whether it's daily or a certain day of the week.
    Where I'm hitting a barrier is to have the report generate data in the monthly section as I would like the information to appear for the first week in a new month, but I'm not been able to figure out how to make it conditional.

    I've attached a stripped down version of what I've been working on if anyone is able to give any advice.
