Spreadsheet border and scroll bar same color - how change?

    Ref: Excel 2010, Win 8

The spreadsheet borders and the scroll bar are the same darkish grey. With a slight visual problem, I have trouble seeing where the actual bar is sitting. I tried experimenting with 'Page Layout > Themes > Colors' with no success. While not tried with this problem, utilizing the 'Ease of Access > High Contrast' settings in previous situations inhibited too many visual cues . For my next attempt, I will . . .(?)
