That's what Freeze Panes does. You can freeze rows at the top, columns to the left, or both.
Depending on what you are trying to do, and why, you could try opening New Window(s) and arranging them so you can see specific areas of the worksheet.

Freeze Panes allows you to stop the movement of rows at the top of your sheet and columns on the left of your sheet as you scroll down and/or across. Typically you would have headers at the top of your data describing what the fields/columns are for, and you may also have descriptors on the left of your data, and you want these to appear on screen at all times as you move down or to the right through your data.
If you put the cursor in cell B2, for example, and then activate Freeze Panes, then the row(s) above where your cursor is located (i.e. row 1 in this case) and columns(s) to the left of the cursor (column A in this case) would be anchored and not disappear off the screen as you moved the cursor around.
