Office 2007 Excel links break

One of my users excel 2007 links stop working. The excel 2007 files are on the network. I re-add the links, save the file, and after the script runs, nothing updates. I have tried removing the add-ins one at a time and tried office 2007 repair and no luck. If I run excel in safe mode, the links work fine and update the workbook. I have the excel file with links and another workstation with office 2007 and no issues.

any suggestions?
