Insert a template without replacing data in other rows

repeat a template of data entry form but not disturb rows below it
I would like to insert a new template( something like a user form) between rows of data..So that the rows above and below do not get replaced.
Also the size of this template is dynamic and cannot be fixed.
For example I would like to insert

(name)
$/9MO
$/MO
TOTAL % FTE which is in the sheet Data from v16 to x20

I would like to insert it in the F_P sheet between Either two people EEE or FFF say..and not replace the contents in those columns.
