Format Cells: Number into Accounting

I have encountered a problem today that suddenly when opening files, Number: Format Cells are turned in Accounting:Format Cells.

If you press CTRL N and create a NEW WORKBOOK even that also is having the DEFAULT ACCOUNTING FORMATTING?

No, and I have discovered that this problem is apparent for certain cells and columns.
