Excel 2007 Simple singular Pop up features

Hi folks

I am looking how to create a "Yes" or "No" popup in each individual cell of a selected column using Excel 2007. The user must be prompt to select either yes or no. Furthermore I must embed the feature so that if a stranger to the spreadsheets enters data he or she will prompt to select what is applicable.
