Notes no visible if first line blocked

Hi I have an excel with the first line with titles
Every title have a note
This first line i blocked to be always visible
But when I scroll down the notes are not visible: they are visible only where is the block line
How I can make that they are totally visible when I scroll down too?

Look at it this way...if you typed that title into google, what would you expect to get back?
To change a Title on your post, click EDIT on you're 1st post, then Go Advanced and change your title"

This is an example:
as you see
the first line with 1 title
the title has a note
This first line i blocked to be always visible
But when I scroll down the note is not visible at all: it is cut and visible only where is the block line
How I can make that they are totally visible when I scroll down too?
I can't make tha first line very large: It's a note very very large!
