Multi Data Validation

I want to create a multi data valdation

Right now the user selets from a drop down list in Col 1 which then gives the user a drop down list to select from in Col 2 based off of their choice in Col 1. I need to create another drop down list in col 3 that is also based on the col1 but is different data than col 2 offers. Is this possible? Right now my Col 3 just shows the same options from col 2.

COl 2 is Indirect(a1) same with col3. Do I need to do a different type of indirect of vlookup?

Heres an examples.

First drop down list is states

Illinois
Michigan
California

Based off of the users selection the second drop down list gives a list of cities in the state.

I want the 3rd drop down list to give a list of vendors that are in that state but not particularly from that city. I NEED it to be based off of the 1st column still like col 2.
