Really need help, please :( Automation across sheets

I have three sheets. The first lists names in a guestlist. The second is an automatic list of those who are tagged confirmed in the first one. My problem is in the third. The names have a corresponding location of assignment and division assigned. The third sheet should automatically list down the non-zero locations that have confirmed, and correspondingly, the divisions under each location with confirmed guests.

Can you specify in what format you want the data to be output and how to arrive at the output? Which fields should be considered?
