Files Starting with ~

Some of the files in a folder have a ~ listed in front of them. The original file is still there, but now there is an additional file with the "~" in front of it.

Please let me know what could be causeing this - I read it could be a corrupt file or extension is wrong (which isn't the case). I just have a hard time understanding how the files are getting corrupt.
