IF Condition with Ranges in 'Logical Test', 'Value if True' and 'Value if False'

I am trying following formula but it produces correct result if there are unique values in U column and if there are repeated values in column U then its jump to next find. Please help. For example if U2, U3 & U4 contain unique values then it works correctly and if U5 and U6 contains repeated values it produces value against U5 correctly but jump to next value if repeated value in U6. Please help

=IF(COUNTIF(testing_procedure!$A$2:$A$2150,U2),(testing_procedure!$D$2:$D$2150),0)
