Filter issue: data does not appear in filter box

I have an excel sheet with a header row that contains filter arrows. My problem is that when I click on the filter arrow on any of the columns no data appears in the filter box. The only value it shows is (select all).

I am certain that there are no other filters active. I have played around with cell formats under the filters in each column. Some of my values in the sheet are formulas and others are fixed values. It doesn't matter I am incapable of sorting my data via the filter.

I have attached the spreadsheet I am working with. What I would like to do is filter column J by all non-blanks. Basically what this sheet will do for me is show me which new contracts I need to add to our customers. By pasting new data in row 22 and below, the formulas in the top half of the sheet will show me which contracts are missing for that customer. If I can sort out the blanks in column J, I will be able to add new data in our system to these customers without having to enter these values manually.

I can think of some round about ways of getting the result I need, but the fact I can't sort my data is quite irritating. I would like to know how to fix this in the future.

Try selecting your data down to row 20 and then apply your filter,
