Protecting an Excel file until the file name is changed

I have an Excel file with several work books. This file is more like a form that is used by several sales people and project managers as we receive orders. The master (blank) file I would like to protect so no one can change the file in any way. I would like them to be able to open the file and save the file in a new location with a new name. Once the file is saved to a new location and name, I would like them to be able to enter data and change the workbooks. Is this possible?

You are describing what Excel calls Templates.
Open you workbook and click on Save As and choose the file type Templates. It will be saved on a special folder named Templates under your Documents and Settings folder.
The operator needs to open the templates by clicking on "File" then on "NEW" then on "My Templates" and select your template. It will open a new workbook with the name of your template with a number at the end. And when the operator will want to Save the document, Excel will automatically redirect it to Save As.
I'm sure you can find better explanation on the web about the usage of Templates in Excel.
