I want to display icon sets in Excel 2007 (arrow) based on prior values. If value is less then previous cell then down arrow should be displayed else up arrow.

Hi, you can utilize icon set based conditional formatting. First you have make additional column where using formula you will indicate difference between current and previous values:
    • value is greater - formula returns 1
    • value is lower - formula returns -1
    • values are equal - formula returns 0
Then create new conditional formatting which applies to your helper column. Create new conditional formatting rule. In format style choose "Icon sets".
