Conditional formatting based on VLOOKUP/INDEX:MATCH

I have attached a sample workbook.

Essentially I need a formula to search for and see if the two barcodes match, and then whether the count assigned to that barcode matches and then conditionally format the cell depending on the result.

So if the count on sheet2 matches up to sheet1 then the count cell on Sheet2 should go green, red if it is wrong and blue if it is greater than the number on sheet1.

I know you can use formulas when conditional formatting but can't get the VLOOKUP/ INDEX:MATCH to work properly.

I hope I have explained that well enough.
