eliminating people from mulitple lists to create 5 lists with no repeats

I have a specific problem. I have 5 groups of people. Each group has a suervisor. That does a call monitor on his/her group. After they have done their group they must do a certain number of general monitors to a general pool of people. What I am trying to here is create lists or just a list for each secific supervisor without being an overlap of individuals (someone getting more then one). As well as have not having the sups monitor his or her group members in the general pool again. Im wondering if such a list or multiple dependant lists is possible. If you can help figure out how to accomplish this I would appreciate it.

    Thanks for reading

What I have come up with is 5 different lists. Each list you take the supervisors employees that he has to monitor (ie test) off and just have the rest of the general pool of company employees in his list to randomize into a shortlist of general candidates that sup must monitor. Ie he must monitor 11 out of 60 employees. The only problem with this is duplicates in the randomization. Meaning over 5 lists someone may be monitored more then once.
