Find exact number from a column and apply format e.g. 27, 52, 270, 527...the problem is..

Have a column of cells (521 rows), on the column each cell contains a group of number

Example:
27, 539, 484, 485, 506, 594, 523, 502, 505, 525, 541, 526, 527, 529, 542, 533
28, 540, 493, 494, 506, 594, 523, 502, 509, 525, 541, 526, 527, 529, 542, 530
28, 540, 493, 494, 506, 594, 523, 502, 509, 525, 541, 526, 527, 529, 542, 533

Let's say I would like to apply a format to a row that contains the number "27", the problem is....everything got highlighted since each row contain the number 27 within a few numbers

Example: 527, 276, 1278 etc etc

But what i really need to apply the format to is the cell that contained the number 27, NOT 527 or 276.

How do I do that, please help!!!
