Can't enter a quotation mark using the quotation key into an excel formula or cell

Hi,I'm having a problem with one of my spreadsheets where I can't get the quotation mark key to enter into a cell or formula. It only enters a symbol instead of the quotation mark, It's the letter E with an accent mark over it. I think it has to do with some kind of default which I somehow have changed but I can't figure out how to put it back. Can anyone help?

PS, my other spreadsheets are fine and work ok. This one doesn't for some reason and I have the problem as described above.

I'm fairly certain this has nothing to do with excel.
Push the following Keys simultaneously:
"(left)SHIFT-(right)SHIFT-(left)CTRL"

Try it a couple times, and you should eventually be able to place a quotation mark.

I am not certain on this, but....
I believe in Canada we have two keyboard layouts to choose from, one containing french symbols.
You hit a particular button sequence that switched over to the other keyboard layout.
