Fill blank cells

I have a workbook with 15000+ Isometric drawing nos. in column A and and joint nos. in Column B. I want to fill the blank cells with the isometric drawing no.s for the corresponding joint nos. A sample worksheet is attached.

Perhaps you explain (and show us) how you would do this manually?

For instance, the 1st DWG NO missing has a 5 next to it, but you have 34 other entries with 5 (27 of them unique). which entry would you select and why?

for "Joint no. 5", the drawing no. would be the same for "Joint No. 2" in 4th row, and the drawing no. would the same for 8th & 9th row, 13th &M 14th row etc.....

I am not sure what result you are expecting. I have attached two different codes with two different result. I hope one of them would do the job.
