Lookup that can pull from duplicate data in two columns

Im trying to build a tracker for work that will pull agent week over week data.
The problem im running into is the report im pulling from has blank spaces and all the weeks are listed by week of year repeating for each agent.
I need a formula that pulls the unproductive numbers in column C based on agent name column A and week of the year column B. The report is formatted exactly like whats attached.
I tried index and match functions but cant get it work. probably something simple but im just dead in the water on it any ideas?

I see your file, but it would help if you could show what your expected outcome would be?
1. Use code tags for VBA.
Your Code
(or use the # button)

Your format seems to be something similar to Pivot Table outcome. If it is arrived from PT then apply the formula with the source and get the data.

Like FDibbins suggestion show the expected output too so that we can tell you the right approach of functions
