Thank you Martin. The "Basics" article shows fn+shift+f12 should toggle "Scroll Lock" on and off. Don't know why, but hitting these keys does nothing.

See if it helps to delete the Excel preferences file:
Quit Excel
Go to UserName:Library:Preferences*
Delete the file: com.microsoft.Excel.plist
In OS X 10.7/10.8 the user Library folder is Hidden. If you aren't familiar with accessing it see:
