Conditional Formatting based on number of characters

Hello. Can you use conditional formatting based on the number of characters in a cell? I have line items in column 1. If the number of characters is less than 10 I want to color that row for the first four columns the same color (grey). Can I do this?

I think I could do conditional formatting. Would this formula work: AND(LEN(A29:A400,10)....SAME range not equal to "" (for blank rows)?

    Thanks
