    Excel horizontal scroll column sticking

I have this incredibly annoying problem. When scrolling left to right/right to left, it appears that Excel 'snaps' to the nearest column. This is fine for the majority of the time, but when there are some columns on screen with a sum of widths equal to screen size, you are unable to resize columns.

Is there any way to easily turn this function off?
