I have several graphs in excel which has the percentage number as follows: 15,5 %. I want to convert the number to 15.5 % so it is in line with the english language.

I would have thought that this is set dynamically in Excel based on your Windows settings.
Try opening up Regional Settings in the Control panel (it's called something along those lines, used to be "Regional Settings" in XP - I'm sure you can find it).
If your machine has an English operating system, then you will get the "." as the decimal point.
If you have Norwegian or most other continental European OS, you get "," as default.
However you can override this by changing individual settings, like date format, decimal point 24 hour vs a.m/p.m and much more.
For example if you are running English Windows but you are in Norway, you might want to tweak your settings to suit your situation, i.e still have the Norwegian settings that are familiar, despite the actual OS being in English.
A note on this: Bear in mind also that the UK English settings are much more similar to continental European, than the US which is quite different and can be irritating and confusing. So don't choose US settings unless you are familiar with the differences which are quite significant.
In Excel, you can change this by right clicking on the cells and selecting Format, then check the settings carefully and you will see it.
The other place to check is Excel options, and Language, plus Advanced sections.
I divide my time between the UK and Sweden, but I set the machine up to be 100% UK because all this can be quite frustrating and can cause confusion if you are not paying attention.
