best way to make data managable?

I have several sheets that are forms, most have linked cells with zero vales in places. when the forms are completed I have a lot of blank rows that I need to get rid of. I have made forms into tables and unchecked blanks then cut/paste into a new area the deleted origal and pasted vales back. is the a better way for me to do this?

An arrangement of data like this would likely be better:

I agree that would be a much better layout but at this point it is not a good option due to the number of sheets that I have that are laid-out similar

This may be the basis of a solution. I may come up with more with more time to think about it.

I think that I have "cracked" the problem of the data format. Take a look and see if it meets your requirements.
