How can I create a drop down menu? Special Instructions.

I would like to create a drop down list that once an item is selected from the list, the item cannot be selected anymore and only the item numbers available pop up in the drop down. How can I create the drop down menu to contain all the available item numbers and not the item numbers that have been used already using all 3 columns with the data.
