Having problems with formatting time in a time sheet

I am constructing a time sheet. I need to be able to do the following, but cannot seem to figure out just how to do it.

    January
Date: Sign In Sign out Total Time
    7-Jan-14

I would like to be able to format the time and have it displayed in the 24 hour format so that the cell displays time like 08:00 for 8:00 AM or 23:45 for 11:45PM.
Column A would have the date, Column B would display the 24 hour time format and Column C would calculate the difference between the times for pay purposes.
I sure could use your help in figuring out how to format the times to display 24 hour format so that if I enter 800, it will display 08:00 or if I enter 2345 it will display 23:45.
I also could use some help in coming up with the formula that will calculate the total time worked 24 hour day.

    No this doesn't cover it.

I am trying to format the cells so that I can get a time in the following format using the 24 hour clock instead of the standard. hh:mm
When it go into format cells and choose the hh:mm, it connects it to a time and puts whatever is entered to all zeros: 00:00
When you look at the format, it gives a date and then the time, but I don't want to connect this to a date. I just want to format the cells to show the entry in hh:mm format.

I am very new to this and have no clue what you are talking about. I will edit the title appropriately, but all that other stuff, I have no clue what you are talking about and I have no clue how to PM you.

I have read the rules, but I don't understand the code portion that it is referring too.

Maybe this forum is not for newbies like me. I was just trying to find someone who was more versed on this then me.
