Multiple data validation on one cell

Hi all,

I want to create a validation for a date list.
My requirements are:
The first date can be any day in a given month, eg 1 Jan until 31 Jan.
Then, from second date onwards, the date must be WITHIN the date later than or equal to the same date entered on last row AND the last day of the month. Eg if the last row is 15 Jan, then the next row must be 15 Jan onwards until 31 Jan. 14 Jan is not accepted.

The validation only works if there is no blank row in between. However, if someone purposely leave a blank row, then the validation won't work.
