Shared excel opening as read only

So I have an Excel workbook that is shared. Everyone that needs to have permissions has permissions. When a user tries to open the document it keeps saying "Read-Only" Why is this and what is a permanent fix?

We thought we had found a fix but it didn't work. Basically in Window Explorer we turned off the "Details" & "Preview" panes. Then we went to Folder & Search options, under the View Tab we unchecked the option "Show pop-up description for folder and desktop items" At first this worked. Then the next day it didn't work. Any ideas?

File > SaveAs > Tools > General > Password to modify.

Opps read it wrong, to check settings on read-only. You can right click the file > properties> Attributes > read Only (remove if checked).

Aside from that since this is a network share. someone in your group of users has a higher level windows account access and anything that person touches changes the rights to the file.
