stdev.p syntax: Number 2 Argument

In the following formula, what does formula stdev.p "do" with the 1.5 in the following formula?

=stdev.p(A1:A10,1.5)

Perhaps one or none of the following:

Ignore value 1.5 if within array?
Consider a percentage range related to 1.5?
Something else?

That is not a regular excel formula, maybe it is a UDF (user defined function), so it could potentially do anything?

As with the SUM() and similar functions, the additional arguments are simply added to the data set for calculating the standard deviation. So, in this case, it simply includes an additional data point (1.5) in with the 10 data points in A1:A10 (for a total of 11 data points) and computes the standard deviation of the population.
