    Can't bring objecst to front

I want to place the oval shapes on the map and bring them to the front but they are always behind the map. How do I fix this?

And is it possible to add '3d' formatting to the ovals to give them more 'texture'?

Select the map and on the ribbon use Picture Tools > Format > Arrange > Send Backwards > Send to Back.

Select the dots and choose one of the format affects from the Shapes Styles gallery

    Edit:
In case xl2007 if different you can use F10 to display shape selection pane. If the picture is separated from oval shapes by a horizontal dividing line then this means the shapes are on different layers. In which case the solution would be to use the picture image as the fill for a normal rectangle shape so the layers are the same. The the zorder arrangement should work as expected.
