Convert Julian time and year to standard date and time

Hi,

I have a column with Julian time format: ddd.ttt and another column with year format: YYYY. What Excel formula I need to use to get standard date of format: YYYY/MM/DD in one column and standard time of format: HH:MM:SS into another column?

Any help is much appreciated.

Cell A2 has this data: 0.000567
Cell B2 has this data: 2013

How I can combine the two cells to get standard date and time in two separate columns?
