Disappearing cell Instructions- can't get codes to work....

Hello!

I'm trying to get in-cell disappearing instructions... i've seen many other threads and tried copying them, but can only get it to work for the A1 cell, and not the others that i actually want the instructions in.

I'd Like cells A4 to A12 to say "enter name" and cells B4-B12 to say "enter title" (for now) on tab "internal budget summary (2)"Grant Budget Template.xlsx

Is there a trick to making this work for specific cells? thanks a lot!!
