Is there a cost (beyond buying Office) for the add-in ToolPak (different than VBA add-in)

My question is one of the simplest of all simple questions. I've Google-searched and cannot find any answer to my simple question. I am assuming there is no cost for the ToolPak add-in, but a friend says Excel will always charge. What does my friend mean?

MY SIMPLE QUESTION:

Is there a cost (beyond buying Office) for the add-in ToolPak?
(The Excel TookPak is different than VBA add-in as you may know.)
