Enable and disable cell2 according to text value of cell1.

Hello so much appreciation and shout out to Ms.AliGW thank you for helping me out earlier with the problem on my worksheet, i have another problem encountered guys can you help me on this as from my first thread post was about getting the total of two cells to be limit on display in one digit such as 10+10 from cellA + cellB should be sum up to 20 but as for the value i need to display should be one digit only so it come up with the =right(sum) solution and it solves the criteria for getting only 0 to 9 values as result, but for now i need to satisfy the if and condition from one of my cell here in the attachment. Thank You Again.

    Select range "I4:I16"
    >Go to "Data Validation
    >In Allow : Select "Custom"
    >In Formula Type : =H4="Yes"
    >Click "ok"

Thank you very much @AVK but as for my problem i need to include data validation for column I which will have the dropdown list i plan to put selections there from 1 to 10 if i do as what your code is it will empty the cells, im not good when it comes to vba code but i see a lot of from what ive search that i need to put some codes from vba where it will change the worksheet to protected so it can do the disable and enable in a cell.
