What is the link between the 2 sheets? What is the consolidation based on?

What is the formula you are using to get the column details? You have just copied the numbers into the sample file.

Link is 1st sheet heading is federation and second sheet heading is branch id
No, I am using filter option in 2nd sheet and select 1 branch id and find that how much sanitation and household water connection and waterfilter and write that number in 1st sheet that selected federation row
Your data is very messy, and items that appear to match, dont match because of extra/missing spaces and words.
For instance,
on 1597 141-Cuddalore rural
no spaces before and after -
on 1531 141 - Cuddalore Rural
spaces around - and also 2 trailing spaces
on 1597 052-Mandavya kalanjia okkuta
no spaces before and after -
on 1531
052 - Mandavya Mahila Kalanjia okkuta
spaces around - and also 2 trailing spaces plus extra words
You will need to clean this up before you can do any testing

Cant say until you have clean data to work with. Probably something like MATCH or countif
THose were just 2 items I picked at random to test, I did not go through all the data, so you probably have lots more

In theory, once the data is cleaned up, this in D3 copied across and down:
=COUNTIFS('1597 records'!$G$2:$G$1598,'1531 records'!$C3,'1597 records'!$H$2:$H$1598,'1531 records'!D$2)
