I need to export a spreadsheet to a txt file (either comma or tab separated) but I need the header row and one column to be in "text" format.
Is that possible with Excel?

No. Format information does not exist in a .txt file. All data is written as text to a .txt file anyway, so it's not clear what you need to accomplish.
If you explain why you want that, we might be able to meet your ultimate goal.
I am working with a program written for Access (runtime version), but I no longer have Access. So I'm trying to clean up the data base with what the program can export and import.
When it exports backup files (as cvs), the titles in the first row and one column are in text format (with" ") around them. And it must be in that form for the import function to work.
I was hoping to use excel for the work since I can easily sort the data and eliminate a lot of trash. Then import the back up file into the main program.
