    'Excel found unreadable content in excel…”
    When I open the file 'excel was able to open the file by repair or removing the unreadable content'?
    And it lists comments

    Does the file have a customized ribbon?
    Do you execute any code using Workbook_Open?
    What modifications did you make?

    These were the first things that came to mind.
    I don't know if you try to open the file by just double clicking in the windows browser but if you first open Excel and then try to open that file, does it also happen?
    Assuming that this file worked okay before that. Can you backtrack and think of when it first happened?
    Did you add or install an Addin?

    File was created using Office 2016 but not working(it says it will delete comments to make it compatible) with 2007.

    Well, if the file was created in Excel 2016 and you're using features only introduced after Excel 2010 (which is what your profile says you're using), that may explain it.

    Comments were there in 2003
