Do you execute any code using Workbook_Open?
What modifications did you make?

What does the summary message list as the damaged/removed features?

These were the first things that came to mind.
I don't know if you try to open the file by just double clicking in the windows browser but if you first open Excel and then try to open that file, does it also happen?
Assuming that this file worked okay before that. Can you backtrack and think of when it first happened?
Did you add or install an Addin?
File was created using Office 2016 but not working(it says it will delete comments to make it compatible) with 2007.
Well, if the file was created in Excel 2016 and you're using features only introduced after Excel 2010 (which is what your profile says you're using), that may explain it.
