Yes. Create the table, select the table column, apply the rule that you want to use for rows 3 and following.
Then select the cell in row 1 and add a different rule.
Then select the cell in row 2 and add a different rule.
The column default will still be the rule that has been applied to the whole column, and the other two will be exceptions from that rule.
The same principle applies to formulas, although it's a bit more complicated.
